The Fifth International Conference on HCC for PLHA: Summary of proceedings presented at
Final Rapporteur Session
Track C: Enabling/empowering environment so as to support care
Track Chair: Dr. Anthony Pramualratana is Coordinator of the Asian Business Coalition on
AIDS
Problems and challenges
* Strategically and financially scaling up successful small scale projects
# Social support for PLHA's
# Capacity building for care providers in the community that lack funding for medical
equipment and medication
* Disclosure of HIV status to adult children problematic and not discussed sufficiently
* "Head in the sand" business view of HIV/AIDS
* Needs of family care givers should be discussed in addition to their roles in home and
community care
* The challenge to strengthen partnerships between government, non- government and the
private sector
* The family and its members should be seen as individual human beings within specific
contexts in addition to their roles and responsibilities
* Lack of discussion on community based strategies to respond to "one million" African
orphans that cannot all stay in orphanages and foster homes
* We need to step back from our specific projects to reflect and synthesize. This will
result in greater contributions to an enabling environment.
Possible solutions
* Mainstreaming/integration work but takes time, be patient (health sector reform)
* Pilot projects can be scaled up through being part of the government, private sector
programs on a nationwide basis
* Business can manage HIV/AIDS as any live threatening illness
* Large networks of mass organizations are an effective tool to create an enabling
environment (women's, youth and labour unions)
* Information networks can be used as an effective political advocacy to change views on
discrimination at the highest level
* G23 Industrial nations to fulfill their obligations to contribute 0,7% of their annual
income to overseas development assistance
Making solutions come true
* The human ability to adapt to challenging situations but ultimately successfully
integrating HIV/AIDS into existing government health programs
* Never too early to start voluntary counseling even in the absence of professional full
time staff (linking prevention and care)
* Business and labour policy and program development that is enabling, supportive,
sustainable and has global implications
* Partnerships and the power of "branding": forceful advocacy and effective scaling up of
programs of the Red Cross and GNP+
