COPE=AE Adapted for New Healthcare Settings EngenderHealth's Popular Quality Improvement
Tools Adapted by Popular Demand
EngenderHealth is pleased to announce two new publications that derive from the agency's
long-term commitment to improving the quality of healthcare in low-resource settings,
COPE=AE for Maternal Health Services and Community COPE=AE: Building Partnership with the
Community to Improve Health Services.
EngenderHealth's trademarked COPE=AE (client-oriented, provider-efficient services) is a
set of flexible self-assessment tools that assist providers and supervisors to evaluate
and improve the care offered in clinic and hospital settings. Using self-assessment,
client-interviews, client-flow analysis and facilitated discussion, staff identify areas
needing attention and develop their own solutions and action plans to address the issues.
Originally developed for family planning services, COPE=AE has been successfully applied
in a variety of healthcare settings all over the world for over 10 years. With the growing
popularity of COPE=AE, healthcare providers from related disciplines asked if the tools
could be adapted to a wider range of health services. EngenderHealth has answered the
demand by creating these new products:
COPE=AE for Maternal Health Services: A Process and Tools for Improving the Quality of
Maternal Health Services This handbook is designed to address the range of clinical needs
women may have throughout the pregnancy period: antenatal care, routine labor and
delivery, emergency obstetric care, and postpartum care. The tools have already been
piloted in Africa, where they helped to motivate staff and mobilize resources to solve a
number of problems. Sites strengthened infection prevention practices, reduced delays in
delivery of emergency obstetric care to clients within the facility, reduced absenteeism
by doctors, improved organization of services, acquired needed supplies and repaired
equipment, and focused provider attention to the comfort of clients. This application of
COPE=AE has also been successfully implemented as part of the Nepal Safer Motherhood
Project, where it was used to help identify and solve entrenched problems, particularly
related to infection prevention and clinical management of complications in project
hospitals.
COMMUNITY COPE=AE: Building Partnership with the Community to Improve Health Services
Building on the facility-based COPE=AE process, this new handbook is designed to help
supervisors and staff at service delivery sites to build bridges with community members.
Through using Community COPE=AE, staff members will learn how community members feel about
the services being provided, gather recommendations for improving services or enhancing
service strengths, and encourage community members to participate in and take ownership of
quality improvement efforts both at the site and community levels. Specific tools include
interview and focus group discussion guides, participatory mapping exercises, a site
walk-through guide, and tools for analyzing and prioritizing solutions to problems
identified, as well as guides for orienting site staff and local leaders to the process.
The approach has been piloted in East Africa, and is currently being implemented in West
Africa and in the Dominican Republic.
