Building the HCC 2003 Conference Programme
Conference theme and tracks

Dear Forum Members

Over the coming weeks (14 to 30 April), the ProCAARE eForum is hosting a series of
structured discussions on the programme building process of the 6th International Home and
Community Care Conference for Persons Living with HIV/AIDS (6th HCC).

The 6th HCC Conference (Dakar, Senegal, 9-13 December 2003) will present three tracks with
different sub-themes (see below Conference theme / Tracks and sub-themes introduction) for
your input.

Your inputs will assist 6th HCC scientific committee in developing the conference
programme.


Planned discussion topics and schedule:

We would like forum members to consider the following questions:

- Are the sub-themes pertinent and relevant at this stage of the epidemic?
- Do you know about successful/or unsuccessful experiences in the context of the suggested
sub-themes?
- Suggestions for additional interesting sub-themes, in accordance with the conference
theme?

Track 1: Discussion period from 14 to 19 April
Track 2: Discussion period from 20 to 24 April
Track 3: Discussion period from 25 to 30 April
A discussion summary will be prepared after the three discussions are complete


Conference theme - Tracks and sub-themes

The theme of the Dakar 2003 Conference on Home and Community based Care "More Care for
Better Living" aims to highlight the priority needs of PLWAs in this anti retroviral era.
Living in a highly poor social and cultural environment, with social inequalities and
injustice, as a result of HIV status, PLWAs, have the right to quality care in formal
health structures as well as at home and community level.

The following ideas have been proposed to constitute a base for an exploratory reflection
in order to set up the scientific programme of the conference.

We therefore have to improve, reformulate, develop and increase their importance in
connection with the objectives of the conference, the successful experiences in the area
of community and home care, improvement and the transformation of the family, social and
professional environment of persons living with HIV and those families concerned with
HIV/AIDS.

After the specific topics would have been retained, we would also propose a formula for
integration in the programme of the conference (symposium, workshop, skills building
session, plenary presentation etc.).

It is also requested of us to identify pertinent experiences to present, burning questions
to debate, strategies to place the Conference on Community and Home Care in the policy and
programme agenda at the national and international level.

Track 1: Better Caring

Suggested sub-themes:
· Medical care / psychological care / social care;
· Nutrition;
· Medical / community relationship;
· Quality of home and community care;
· Injection drugs;
· Roles of PWAs;
· Better understanding of PWA therapeutic routes;
· Examples of successful HCC policies;
· Traditional practitioners and HCC;
· Capacity development of community organisations on HCC;
· Health workers perception of home and community care: how to improve it;
· Exhaustion (community and family solidarity);
· Palliative care

Track 2: Better Living

Suggested sub-themes:
· Human rights;
· Religion;
· Gender;
· Family Roles and responsibilities;
· HCC and children in affected families;
· Practical strategies to address stigma and discrimination;
· Role of youth / old persons;
· Role of PLWAs;
· Procreation / having children
· Sexuality / marriage;
· Role of volunteering in HCC;
· Change of standards and values / HCC;
· Orphans

Track 3: Development

Suggested sub-themes:
· Scaling up and maintaining quality;
· Social / professional rehabilitation
· Leadership;
· Community mobilisation;
· Local economy / care;
· Improvement of social and economic status (Income Generating Activities);
· Funding and sustainability of community care;
· Place of HCC in poverty alleviation programs;
· Role of PLWAs
· Capacity development of CBOs / NGOs on HCC and ARV;
· Access to voluntary testing and HCC
· Continuum
