As we focus on providing care we may lose sight of the value of monitoring and evaluation
of the work we are doing. At the same time many funders bring in outside evaluators to
assess programmes, many of whom do not use a structured evaluation method. HCC programmes
often learn little of value for their growth and development from the evaluation.
The issue of evaluation as a contributor to HCC development is a theme that I would like
to recommend for the conference.
We have been working on a rapid participatory appraisal tool whose indicators are
structured and transparent and whose aim is to support development of HCC. It is suitable
for use by district health staff and by HCC programmes for self-development. The tool uses
indicators to assess management, quality and value. It focuses on "what" needs to be done,
rather than the "how", to allow programmes to adapt their approach to local needs and
circumstances and is flexible enough to use on established as well as emerging
organisations. We would value the opportunity to present this in Dakar to see if it has
value more widely and for comment from providers of HCC
