In the Philippines, positive parents who fall ill do not have the capacity
to send their children to school. There is not much support from the
government's social welfare agency in terms of trying to help the parents to
find a means to keep the children in school.
While there are children of positive ill parents who are able to finish
university, the next problem is getting them gainfully employed. The problem
lies in the fact that they need to stay home to give care to their very sick
parents. Other grown children are sometimes pushed to double their time,
getting work and at the same time giving care and support for their sick
parents.
One of the main problems related to children and orphans is the capacity of
immediate relatives if there are any to continue parenting for the orphans.
In most of the cases, the adoptive families are also poor, with problems of
their own and there are really no specific orphan centered support. These
orphans are sometimes kept in the house to be among those delivering
domestic work within that adoptive homes. They are the last priority in
terms of support of whatever kind.
Donors are also a major problem. They don't want to fund programs and
project which are related to coming up with specific support like a
temporary shelter for the children when their parents fall ill and are too
sick to take care of the children. There are no specific support mechanisms
from the community for the children.
I do not understand why NGOs cannot be supported by donors to do some
projects on the ground that may complement efforts or which may be able to
help sick positive parents.
