1. KEY CONFERENCE OBJECTIVES

The Dakar 2003 Conference on Home and Community based Care, the first of
its kind, will be an opportunity to mainstream the care issue into the
political agenda at national and international levels. It will promote
political and institutional mobilisation, and will help in the
development of actions helping reach the objectives of the Declaration
of Commitment of the United Nations General Assembly Special Session on
HIV/AIDS.

The Dakar 2003 Conference will be an ideal place to provide the bases
for dynamic reflection on conference monitoring and evaluation in terms
of concrete actions and commitment of Governments, partners and Civil
Society to comply with the rights of PLHA's and the improvement of their
living conditions.

The objectives assigned to the 6th Home & and Community Care Conference
are defined as follows:
- to develop community experiences and to allow for their
capitalisation;
- to strengthen cooperation between community services, formal social
and health services in the area of care provision and prevention;
- to promote Home and Community evidence based projects through sharing
of evaluation and research results
- to assist in better understanding the provision of community care as a
factor facilitating access to care and to OI/antiretroviral drugs in
particular;
- to promote the struggle against all forms of discrimination and
stigmatization within the context of care provision;
- to share advocacy tools in order to convince and involve the leaders
at various levels of their interventions so that community mobilization
could be accompanied and durably supported;
- to encourage a debate on the provision of community care as a
contributing factor to economic and social development

This will not just be another conference but be a chance to create a
framework for experience sharing and encourage capacity building and the
popularization of best practice in terms of care throughout the world.


2. CONFERENCE THEME: "MORE CARE FOR BETTER LIVING"

The theme of the 6th Home and Community Care Conference, "More Care for
Better Living" attempts to put the focus on the priority needs of PLHA's
with the increasing availability of antiretroviral drugs (ARV). With the
majority of PLHA's living in a context dominated by poverty, social
inequalities and HIV-related stigma and injustice, PLHA's deserve better
quality care from formal health services, in the community and in their
own homes.

The theme of the Conference is also original given the current global
context of a search for large-scale approaches that would allow PLHA's to
"better treat themselves" to "lead a better life", to "fulfill
themselves" and to contribute to the development of their respective
countries.

7. SCHOLARSHIP AND ABSTRACT SUBMISSION

The scholarship and abstract submission deadlines have already passed.
We will provide information about the final figures after the marathon
meeting.

9. LATE BREAKERS DEADLINE

The deadline for submission of late breaking abstracts is the 20
september.
