1. Position Title: Team Leader, Central Technical Unit
Location: Abuja, Nigeria
Program Description:
The International Center for AIDS Care and Treatment Programs (ICAP)
Nigeria, a program of the Mailman School of Public Health at Columbia
University in New York City, manages a large service delivery and technical
assistance program in Nigeria with funding from the U.S. Government (USG)
through the Centers for Disease Control and Prevention (CDC) and the United
States Agency for International Development (USAID). In collaboration with
the Nigeria National Ministry of Health, ICAP/Nigeria seeks to expand
availability of quality HIV care and treatment services, including
antiretroviral treatment, to people living with HIV/AIDS in Nigeria.
Specifically, ICAP directly supports the implementation of pMTCT activities
and adult and pediatric HIV care and treatment services at multiple public
sector sites in two regions. In addition, ICAP provides a range of technical
assistance to the National and State MOHs. The main ICAP/Nigeria office is
located in Abuja; regional programs are currently located in Kafanchan
(Kaduna State) and Ogoja (Cross River State).
Basic Function:
To provide direction to the Central Technical Unit of Columbia University's
HIV care and treatment programs in Nigeria under the leadership of the
Country Director. To guide program administration and implementation. To
supervise a team of individuals providing technical assistance and support
in the strategic planning, implementation and evaluation of the HIV
programs, including monitoring and evaluation, procurement of drugs and
supplies, provision of laboratory services, development and delivery of
training, and support for community linkages. To assist the Country Director
to coordinate activities with the Nigerian Ministry of Health, USAID, CDC,
and other partners. An essential function of this job is to establish and
maintain an excellent working relationship with counterparts within the
Ministry of Health, NACA, USAID, CDC, and other implementing partners and
local groups/organizations to ensure effective coordination and to support
national programs.
Essential Job Functions:
Duties and Responsibilities:
*To supervise program and administrative staff to ensure effective program
delivery and office functions.
*To assure that programs are implemented in accordance with the latest
scientific knowledge, programmatic best practices, national guidelines, and
socio-cultural factors.
*To assure that MCAP contractual and programmatic goals and objectives are
met, and that this performance is well-documented.
*To assist with program planning, monitoring and evaluation.
*(To represent Columbia University in meetings with Nigerian government
officials, donors and partner organizations.
*Travel to field sites is required.
Qualifications and Experience:
*Advanced degree in management, medicine, public health or a related field.
*2+ years experience in health programs management in Sub-saharan Africa
required.
*Experience in coordinating program implementation in complex organizational
environments.
*Proven ability to ensure high quality program outcomes.
*Experience working in collaboration with local government partners.
*Experience working with U.S. government or other bilateral donors.
*Excellent oral/written communication, interpersonal, organizational, and
representational skills.
*Must be capable of independently developing and implementing the duties
described above.

working relationship with counterparts within the Ministry of Health, USAID,
CDC, and other implementing partners and local groups/organizations to
ensure effective coordination and to support national programs.

environments.
*Experience working in collaboration with local government partners.
*Experience working with U.S. government or other bilateral donors.

3. Position Title: Country Director
LOCATION: Dar Es Salaam, Tanzania
BASIC FUNCTION:
Provide overall direction to Columbia University's HIV Care and Treatment
and PMTCT-plus programs. These programs are developed in partnership with
the Ministry of Health (MOH) and supported by the U.S. Government through
the US Centers for Disease Control and Prevention and USAID. Guide program
administration, implementation and fiscal management. Supervise a team of
individuals providing technical assistance in the implementation and
evaluation of the programs. Oversee program operations and reporting,
including compliance with donor regulations/procedures, local policies and
laws. Ensure monitoring, evaluation and regular reports on program
activities to donors and the central office. Establish and maintain an
excellent working relationship with counterparts
DUTIES AND RESPONSIBILITIES:
*To supervise program staff to ensure effective program delivery
*To supervise administrative staff to ensure efficient office function and
support for programs and program sites.
*To oversee program planning, monitoring and evaluation, and to ensure that
measurable outcomes are attained.
*To ensure clear communication with donors and with the New York ICAP
office.
*To plan and manage program budgets.
*To prepare regular reports on program activities for donors and the New
York ICAP office.
*To communicate regularly with MOH/National AIDS Control Program partners.
*To represent Columbia University in meetings with government officials,
donors and partner organizations.
Requirements: Knowledge/Skills
Associate Research Scientist: MD, Ph.D., Ed.D, or professional equivalent
plus experience in developing-country health care programs.
PREFERRED QUALIFICATIONS: Candidate should hold an advanced degree in
medicine, public health or a related field. Significant experience in health
programs management in Sub-saharan Africa strongly preferred. Extensive
HIV/AIDS experience. Proven ability to ensure high quality program outcomes.
Experience working in collaboration with local government partners.
Experience working with U.S. Government or other bi-lateral donors .Travel
to field sites is required.
