Course: International Training Program on Up-scaling care and support
program for people living with HIV/AIDS

Date: 20-25 November, 2006

BACKGROUND

The number of people infected with HIV/AIDS the world over has reached the
38.6 million mark at the end of 2005. As the disease matures, the number of
people wanting medical care, ARV, and social and economic rehabilitation
support is also rising. Providing these services to all the affected people
becomes a challenge when;

* the number of people in need of services is large and rising,
* the resources are scarce,
* the understanding of the needs is incomplete and commitment for providing
services is poor,
* the system and protocol are still being evolved, and
* the NGOs and civic society institutions are yet to come to terms with the
HIV positive people.

Institutions like the World Bank, WHO and UNAIDS have facilitated in the
mobilization of resources and development of protocol and procedures to meet
the care and support needs of the people living with HIV/AIDS (PLHA)
globally. These opportunities have encouraged several affected nations to
expand their response to AIDS. For example, under the third phase of the
AIDS Control Program (2006-11), the Government of India has strategized to
expand health care services for PLHA down to the PHC level.

To achieve such program goals, it is desirable that the program managers'
and service providers' capabilities be strengthened to internalize the
universal processes and standards in expanding the program in the local
contexts.

This training program is an attempt to fill this void.

OBJECTIVES

The broad objective of this training program is to develop understanding
among program managers and service providers about the universal processes
and standards for providing care and support to PLHA. It also aims to
strengthen their technical and managerial capabilities in internalizing
these and rolling out care and support programs for PLHA and their families,
in the local contexts.

COURSE CONTENTS

The training program will focus on the following issues:
* Policy and program concerns.
* Assessment of the care and support needs (health, economic, social etc.)
of PLHA and their families in the local contexts.
* Strategy/Program planning and implementation- human resources,
infrastructure, procurements, public-private partnership, linkages and
networking.
* Counseling, continuing education and positive living.
* Delivery and management of ARV- supply, monitoring and adherence to
treatment.
* Treatment of illnesses and opportunistic infections- continuum of care,
referral linkages, linkages with TB control program.
* Community and home-based care, nutrition.
* Reducing parents to child transmission of HIV.
* Universal precautions in hospital and home-based care.
* Human rights, gender equity and legal issues.
* Socio-economic rehabilitation, management of stigma and discrimination,
and mobilizing social support system and welfare institutions.
* Monitoring, evaluation and impact assessment.

PARTICIPANTS

The program is designed for planners, program managers and service providers
in public, private and NGO sectors involved in the management of care and
support HIV positive people at district, provincial and national levels. The
number of participants in the program will be restricted to 25.

TRAINING METHODS

The program is designed to enhance the participants' knowledge and to
provide them opportunities to develop hands on skills. The program will be
offered through three main approaches:

I. Concept sessions, discussions and presentations
II. Case studies
III. Group work

The training process will be participative.

COURSE FEE

The course fee will be Rs.14, 000/- for an Indian participant and US $600/-
for an international participant. This covers charges for board and lodging
and course material. The participants/sponsoring agencies will have to bear
the travel expenses of to and fro journey.

VENUE

The training program will be held at the institute campus at Jaipur. Board
and lodging arrangement of the participants will also be made at the guest
house on the campus. During the month of November, the weather in Jaipur is
pleasant with the temperature ranging between 15 to 25 degree Celsius.
