Postgraduate Diploma and MSc in Health Monitoring and Evaluation
Jimma University, a pioneer in public health training in Ethiopia, in
collaboration with national and international partners: Federal Ministry of
Health, Center for Disease Control, Tulane University School of Public
Health and Tropical Medicine, and the National School of Public Health,
Oswaldo Cruz Foundation, Brazil are offering the 2nd intake of the new
graduate program in monitoring and evaluation of health programs and
services. The program is designed to allow health or social science
professionals to complete a post graduate diploma in one year and a MSc
degree within two years.
The objective of the graduate program is to develop a new corps of
professionals in Health Monitoring and Evaluation who, after completing the
prescribed academic courses, will work in public health sector, other
government and non-government organizations in Ethiopia and elsewhere. This
innovative post graduate program, the first of its kind in Africa, provides
a learning environment that couples theory with practice
The philosophy of the graduate course conforms to the well established Jimma
University model that combines balanced community-based training, team-based
and research-based training. It is based on adult learning principles,
focusing on problematization, self-learning, and group activities combined
with lectures..
Faculty and teaching arrangements
The teaching faculty of the graduate program include a wide range of
instructors from Jimma University, other Ethiopian-based Universities, CDC,
Tulane University, National School of Public Health-Oswaldo Cruz Foundation
and other international scholars.

Structure, content & duration of the Course
The didactic component of the course is offered in three blocks of two
months duration, with two intervening months, in order to permit students to
retain essential roles at their program. Each eight week block is divided
into Four Learning Tracks:
Track one: Social-Political-Economic and Cultural context of health.
Track two: Logical Models of Health Problems and National Responses.
Track three: Logical Models of Evaluation.
Track four: Communication, networking and Information Technology.
The course is an intensive program of training and activities with 1,200
contact hours that will award 30 Credit Hours for a one-year post graduate
diploma and 39 Credit Hours for the two-year MSc in Health M&E. It is
designed to prepare professional evaluators with skills in theory and
practice of M&E, technical analytic areas of evaluation, IT, report writing,
presentation, and management skills. Students who wish to earn a Master's
Degree will be expected to dedicate an additional year to produce a thesis
under the supervision of their mentors including a two month DTTP field
assignment focusing on M&E. Supervision for International students will be
worked out with advisors and Jimma Program Coordinator.
Eligibility and registration
There will be a total of forty placements in the second intake of the
graduate program. Seven of these will be for health or social sciences
professionals working for partner institutions in Ethiopia, and another
three placements from international health or social science professional
applicants working for public or non-public agencies outside Ethiopia.
Admission Requirements
All Students are required to have:
Minimum of bachelor's degree in health fields or social science fields with
current work experience in health program.
Proficiency in written and spoken English.
Basic computer skills.
Non-international Applicants:
Provide letter of recommendation from sponsoring agency,
Complete application to Jimma University Graduate Schools.
Pass entrance examination of the Jimma University Graduate School.
International Applicants:
Complete Jimma University application,
Provide letter of recommendation and certificate of sponsorship from
sponsoring agency,
Provide official transcripts and supporting documents for review.
Participate in telephone interview as scheduled (February 2007) by Jimma
University.
Applications along with supporting documents should be sent directly to the
Jimma University Registrar Office starting 18 December 2006. The deadline
for non-international application will be 12 January 2007. Entrance
examination for non-international applicants will be given at the main
campus of Jimma University starting 15 January 2007.

Tuition fee
International applicants:
100 USD for application processing
5,000 USD for the first year tuition
2,500 USD for second year tuition
Thesis cost depending on the project
Non-Public Sector local applicants:
100 ETB for application processing
10, 000 ETB for the first year tuition fee
5,000 ETB for second year tuition fee.
An estimated amount of 10,000 -15,000 ETB for thesis cost.
Public Sector based applicants:
100 ETB for application processing
Learning RESOURCES
While basic course materials will be supported by the program, non public
sector /international students are recommended to secure funds (estimated
500 USD) to cover textbooks and copying costs. A laptop computer is
recommended; but students may use the computer lab on campus.
Living Expense
Information about available housing and estimated living costs in Jimma can
be obtained from the Jimma University Course Coordinator.
Stipend payment will be made only to public sector employed students whose
home base is outside Jimma town.
Location of the Graduate Program
The graduate course will be held at the Jimma University, in Jimma,
Ethiopia.
