re the response claiming misleading prevention messages such as "Encourage correct and consistent condom use for any risky sex (partners outside marriage)", I am not so sure that they are stupid. In much of Asia it is next to impossible to get men to use condoms with their wives. In 1993 the title of a paper at the International AIDS conference was something like "it is a waste of time and resources to get men to use condoms with their wives." This pertained to Vietnam, but myself and other colleagues working elsewhere in Asia fully agreed with these sentiments. In Cambodia and Thailand the greatest increase in new infection rates is among married women. But but but, we are working in patriarchal societies and there is little we can do.
If it was Australia it would be a national crisis, in some Asian countries no-one knows what to do. So in this context I am not so sure that the messages are so stupid!
